In the historical journey of cities, the approaches of administrators have always been crucial and determinant for the success of a city. In the cities of today, where boundaries are abolished and globalization is dominant, the views administrators have morphed into the concept of “government”, and free participation of the citizens has transformed into “governance”. The increasing complexity of cities and the surge of technological innovations supporting globalization call for a search for different management methods. Rising environmental problems, and the increasing concern of citizens about this issue, make it a requirement for city administration to cater to these infrastructure services. Administration means all of the activities that provide collaboration and coordination for effective and efficient use of targets. These activities are composed of planning, organization, execution, coordination and control stages. In an administration there are two groups of people - the governor and the governed. The concept of administration, that is the dominance of automated systems over people since the industrial revolution, has now been replaced by governance that is human-oriented, and that generates and develops through information sharing. Governance goes beyond the fact that one party governs the other; it defines mutual interaction, participatory, transparent and consistent coaction. Smart governance of the city is an administration in which city administrators do not solely concentrate on technological parameters, but scrupulously examine which social and environmental parameters have to be rehabilitated, which technologies will serve to achieve it, and act in accordance with these outcomes.
